CDMA uses spread spectrum, which was developed (in a far more primitive implementation) during WWII precisely because it's nearly impossible to jam.
Strangely enough, it was invented by Hedy Lamarr. Who says beauty and brains can't coexist?
In its modern CDMA form, it's even more difficult to jam. |

What's really needed is "polite" cell phones that can listen for requests from some sort of local (physically close) transmitter to shift into silent mode. Any phone in close enough proximity would shift into silent ring mode without user intervention, and everyone would be happy.
